14th CONGRESS OF SOUTHEAST ASIAN LIBRARIANS IN HÀ NỘI
With the theme “Towards dynamic libraries and information services in Southeast Asian countries”, the Ministry of Culture, Sports and Tourism, Library Department, National Library of Việt Nam and Vietnamese Library Association organize the 14th Congress of Southeast Asian Librarians at Melia Hotel – Hà nội from April 20th to April 23rd, 2009
There are 42 scientific speeches on different library activities of 54 speakers from 15 countries in the world, with the participation of Advisory Board from Singapore , Indonesia , Malaysia , Philippines , Thailand and Vietnam .
Besides the typical Asean characteristics of Consal 14, the Congress also gets the contribution of libraries in the world and becomes a bridge to connect Asean libraries to the international library community via the speeches of Prof. Dr. Patricia Oyler and Prof. Dr. Ching-Chih Chen (USA), Prof. Dr. Gary Norman (New Zealand), Dr. N. Varaprasad (Singapore), Mr. Akio Yasue (Japan) and Mr. Michael Robinson (HongKong – China)
The speeches with interesting contents are presented in parallel sessions: Library services – The dynamic of libraries and information centers; Library education – Emerging technology application in library; Library management and marketing – Library association/profession.
The General Sciences Library has a speech on “Expanding the services and information productions for visually impaired people in General Sciences Library and Vietnam Public libraries”. In Vietnam , alike in every country in the world, the visually impaired people lack the opportunity for accessing to information needed for their study and their lifes. There are two assistances that public libraries can provide to them: Making the library resources easy to access and Training, providing specific equipments for visually impaired people in information access.
The speech presents the need of expanding services for visually impaired people in public libraries and also the interesting information products for visually impaired people of the General Sciences Library, such as Braille book, tactile graphic, tactile book, digital talking book. A new service is introduced: Mobile Library for visually impaired people. It helps GSL’s staff to serve, train visually impaired people in remote communities and to train Vietnamese provincial librarians in the service for visually impaired people. The speech is presented by Mr. Vĩnh Quốc Bảo, Head of Public Services – General Sciences Library of HCMC.
